Whether Personal SmartCheck SDK or dll requires any specific IIS related rights for web applications(asp.net 2..0)?

The PSC contains 2 components - the NT service that runs under the administrator account and the user interface part that communicates with the service via UDP socket.
You can querry the service from your application and parse results.
